Shortfilm In recent years, Lisbon has become one of the European Cities with the larger tourism growth. Each year, 6 million people come to visit the Portuguese capital: 200.000 tourists every day. Tourism brings opportunities in a city heavily hit by global crisis: about 15% of Portugal domestic product and 8% jobs in Portugal, nowadays are related with tourism. But in the meanwhile, the city is basically disappearing: over the last 30 years, Lisbon lost about 300.000 inhabitants, vacancy rate in the traditional centre is over 40%, about 5.000 buildings are disused, and today only 12.000 persons live in the city center. Between the 27th and the 30th of May 2016, the Pakhuis de Zwijger foundation, in the Netherlands, promoted the meeting of more than 600 activists, coming from the four corners of Europe. Because they are normally involved in democratization actions of the cities, as spaces of inclusion, prosperity and resilience, they are called as the “City Makers”. Nowadays, parts of Mouraria are affected by tourism, others are still deprived with high levels of migrant population and social housing. The climb in population loss over the last 3 years has led the four chairpersons of the parish councils to take a public position. Under 10 thousand inhabitants, the parishes will lose significant performance power. And we, citizens, what are we willing to do? With the tourism excuse, the city is selled with a cheap price, hotels, hostels and apartments for temporary accommodation arise, it is ensured an income of 4% in the luxury investments, places that give identity to the city are destroyed, rehabilitation is only made according to the tourism, tenants are evicted, there is speculation with prices and it becomes impossible to housing. Gathering I How to promote sustainable tourism in Lisbon?



Produced by Catarina Leal in her Master’s degree developed in Anthropology, Cidade Guiada documents one of the biggest problems currently encountered in the historic centre of Lisbon: gentrification by tourism. Phenomenon long observed in cities such as Barcelona, Berlin or London, gentrification is an urban symptom which mainly affects the most vulnerable populations inhabiting cities. Tourism is one of the key features adopted to boost the economy in neighbourhoods such as Graça, Alfama and Mouraria. With an increasingly industry sustained on foreign population, Portuguese neighbourhoods are revaluated and rehabilitated every day. Dias 27 e 28 de Junho realizaram-se, em Sevilha, as Jornadas  Europeias de Educação para a Cidadania Democrática e os Direitos Humanos, organizada pela a Fundação Cives, juntamente com a Citizens for Europe e a DARE. O espaço foi cedido pelo Parlamento da Andaluzia. Depois de também em Espanha a disciplina de Formação Cívica ter saído do currículo (contra as recomendações do Conselho da Europa),  a Academia Cidadã esteve presente na Mesa Redonda: “Educación para la Ciudadanía Democrática y los Derechos Humanos ante la crisis de la democracia” onde apresentou o caso português. Nos dias 25, 26 e 27 de junho a Academia Cidadã está em Atenas para integrar o Fórum Cívico Europeu [FCE] e participar no encontro os ‘Dias da Cidadania Europeia 2014’. Para além da participação nos trabalhos, temo-nos encontrado com organizações e pessoas que, de diversas formas, têm estado activamente envolvidas na construção de uma sociedade mais justa, inclusiva e democrática, num país onde a austeridade tem sucessivamente vindo a destruir cada vez mais vidas. A Academia Cidadã passará a integrar o Fórum Cívico Europeu [FCE] porque entende que a luta pelas causas que defende é, também, europeia e global. A Academia Cidadã está em Atenas, Grécia


No passado dia 3 de maio recebemos a visita da Caravana Transeuropa, projeto desenvolvido pela organização não-governamental (ONG) European Alternatives, que quer promover a democracia, a igualdade e a cultura através das nações. O encontro deu-se pelo meio da tarde de sábado, em Alfama, e duraria até ao início dessa noite. A equipa da Caravana, composta por quatro pessoas, começou por apresentar o projeto e seus objetivos. O propósito da visita era, por um lado, divulgar o Manifesto dos Cidadãos produzido pela ONG, por outro, conhecer a nossa organização, e ainda discutir e encontrar formas concretas de colocar as propostas presentes no Manifesto em ação. Depois, foi a vez da Academia Cidadã apresentar-se. Acontece em dezenas de projectos de sustentabilidade, negócios ambientalmente conscientes e eco-comunidades espalhadas de norte a sul de Portugal. Num contexto de crise, a subsistência e a boa gestão de recursos naturais ganham um novo significado. Conhecer pessoas e projectos que poupam sem desprezar o conforto, a modernidade e a tecnologia nunca pareceu tão útil.
